- You buy a one-time copy of the dataset described in your order and a licence to use it for your own lawful activities. Reselling, publishing or redistributing it is not allowed without our written permission (Sections 2 and 6).
- The data is compiled from public sources and may contain errors, gaps or outdated records; we do not guarantee 100% accuracy. The file must still match its description and any commitments shown before purchase (Section 3).
- Files are made available for download after your payment is confirmed (Section 5).
- Before delivery you can cancel an order for a standard dataset and get a full refund. Once a file that matches your order has been delivered, we do not give change-of-mind refunds; non-delivery, defects and your statutory rights are handled under Sections 7.3 and 8.
- How you may use the data is set out in Section 6.
This summary does not replace the Terms.

1. Scope and acceptance
These Terms of Service and Database Licence (“Terms”) govern use of our website and the purchase, digital delivery and permitted use of the downloadable databases and datasets we offer. “We”, “us” and “our” mean the operator of the b2blistsg.com website. “You” means the individual or legal entity placing the order.
Before payment, you must have the opportunity to review these Terms and the description of the selected dataset. By affirmatively accepting these Terms and placing an order, you agree to the version presented at checkout. An order is accepted when we confirm receipt of payment and issue an order confirmation. A separate written agreement expressly accepted by both parties takes precedence over these Terms to the extent of any conflict.
If you order for a company or other organisation, you represent that you are authorised to bind that organisation, which will be the customer and licensee. A “Business Customer” purchases for purposes relating to its trade, business or professional activity. A “Consumer” is an individual acting outside those purposes under applicable law. Your legal status depends on the actual circumstances; a checkout declaration alone does not remove mandatory consumer protection.
These Terms are an offer to supply digital content and grant the licence described below, not a transfer of ownership of our intellectual property. Mandatory legal rights prevail over any conflicting provision.
Our Privacy Policy explains how we handle personal information about website users, customers and people whose professional contact information appears in Datasets. Accepting these Terms does not constitute consent to optional marketing, tracking or another use of personal information that requires separate consent.
2. What you purchase
A “Dataset” is the particular database or data file identified in your order, including its stated version, collection date or period, subject matter, geographic coverage, fields, record count and file format. The product description and any express quality commitments displayed before payment form part of the order.
Unless the product description expressly states otherwise, your purchase is a one-time supply of the identified Dataset and a licence to use it. It does not include future updates, continuous monitoring, hosted access, enrichment, manual verification, a subscription or custom research.
You should review the description and any available sample before ordering. Samples illustrate the stated structure and characteristics; their limitations do not excuse a material discrepancy between the delivered Dataset and the description or other express commitments.
3. Public-source data and accuracy
Datasets are compiled from publicly accessible third-party sources, such as business websites, directories, public listings and other sources identified in the product description. We use reasonable care in collecting and preparing them, but public-source information can be inaccurate, incomplete, inconsistent, duplicated or outdated. Organisations may close, relocate, change their names, websites or contact details, and source pages may contain typographical or classification errors.
Unless expressly promised in the product description:
- we do not independently verify every record with the organisation or contact concerned;
- we do not guarantee that every record contains every possible field or that every contact detail remains active;
- we do not guarantee 100% accuracy, completeness, uniqueness, geographic or industry classification accuracy, email deliverability or telephone availability;
- we do not guarantee responses, sales, conversion rates, marketing performance or any particular commercial result; and
- the Dataset is a snapshot of information collected during the stated period, not a promise of real-time information.
Record counts refer to the units specified in the product description. They do not by themselves guarantee the same number of active email addresses, telephone numbers, unique companies or contactable people. If a description promises unique records, verified contacts, a particular field coverage or an accuracy level, that promise remains binding.
Ordinary public-source limitations that were clearly disclosed before purchase, and changes occurring after the stated collection date, do not by themselves establish that the Dataset was defective when supplied. However, this clause does not excuse an unusable file, a materially different dataset, undisclosed material defects, or failure to meet an express contractual commitment or mandatory legal standard. “Public-source data” and “as is” language cannot override those obligations.
4. Prices and payment
The price, currency, applicable taxes or charges and included licence scope are displayed before you complete payment. The amount charged for a one-time Dataset is the agreed licence fee and digital-supply price for that order. It is not a deposit for future services unless the order expressly states otherwise.
Payment must be confirmed before paid files are released. You are responsible for providing correct billing and account information. Changes to prices or these Terms do not retrospectively change an accepted order.
5. Digital delivery and downloading
We deliver the Dataset electronically. Unless the product description specifies another delivery time, we make it available for download after payment is confirmed. The download link will be displayed in your account, on the order confirmation page, or in the order confirmation email, as specified at checkout.
You download and save the file to your own device or storage. No physical medium is shipped. You are responsible for using a compatible device and software, providing the necessary storage space and internet connection, and keeping a backup of the downloaded file.
Digital delivery takes place when all files included in the order have been made available through a working download mechanism that you can access with the credentials or link provided to you, and we have notified you where to obtain them. Sending an email or issuing a licence reference alone does not establish delivery if the promised files are not actually available. You do not have to open or commercially use the file for a properly accessible digital supply to have occurred.
A successful download, including the transfer of the file to your device, is additional evidence of supply. Our technical records are evidence that may be checked and challenged; they are not conclusive proof of file quality or a waiver of legal rights.
Unless a different period is clearly stated before purchase, download links remain available for at least 30 calendar days after delivery. Link expiry does not by itself terminate the licence for a file already downloaded. If a link fails or expires before you can obtain the paid file, contact us with your order details. We will investigate and, where the file can lawfully be supplied, restore access or provide another working delivery method. If we cannot supply what you purchased, the remedies in Sections 7 and 8 apply.
For an accepted one-time order, our initial file-supply obligation is fulfilled by delivery as defined above. This does not terminate our obligations concerning the agreed licence, conformity, an expressly promised update, or mandatory consumer rights.
6. Database licence and permitted use
Subject to payment and these Terms, we grant you a non-exclusive, worldwide, non-transferable licence to use the purchased Dataset for your own lawful activities. Unless your order expressly provides a shorter period, the licence lasts for the duration of the applicable intellectual property rights, subject to lawful termination for a material breach.
The licence permits you to download, store, make reasonable internal and backup copies, search, filter, analyse, extract and use records, import the Dataset into your own CRM or other internal systems, and adapt its format for those purposes. A Business Customer may make it available to its employees and contractors who need it for that customer's activities, provided they are bound by equivalent restrictions and do not use it for their own customers or independent purposes.
Unless separately authorised in writing, you must not resell, sublicense, publish, distribute, make publicly downloadable, or supply the Dataset or a substantial or systematically extracted portion of it to third parties. You must not use it to operate a competing data-resale or redistribution service. Additional permissions expressly purchased in your order take precedence over these default restrictions.
We grant only rights we own or are authorised to license. We do not claim exclusive ownership of underlying facts or independently obtained public information. This agreement does not give you ownership of source websites, third-party content, trademarks or personal data, and does not restrict uses that applicable law requires us to allow.
7. Cancellation and refunds
7.1 Voluntary change-of-mind refunds
Because a downloaded Dataset can be retained and copied, we do not offer voluntary change-of-mind refunds after digital delivery of a Dataset that conforms to the order. This policy applies only to the extent permitted by applicable law and is subject to Sections 7.3 and 8.
Examples of reasons that do not by themselves qualify for a voluntary refund after conforming delivery include deciding not to use the Dataset, changing your business plans, buying the wrong geographic area or category when it was accurately described, obtaining similar information elsewhere, failing to achieve a commercial result, or encountering public-source limitations clearly disclosed before purchase.
Before delivery, you may request cancellation. For a standard one-time Dataset that has not yet been delivered, we will cancel the order and refund the amount paid. Custom work or a separately agreed service is governed by its own expressly agreed terms and mandatory law.
7.2 Business Customers
For a Business Customer, the agreed licence fee is payable for the grant of the specified rights and conforming digital supply, rather than for the frequency or success of later use. Once those rights have been granted and the Dataset has been delivered in conformity with the order, non-use or a unilateral change of plans does not by itself entitle the customer to repayment. No general right to terminate a conforming one-time purchase for convenience is granted by these Terms.
This provision does not exclude rights arising from non-delivery, missing licence rights, a material contractual breach, non-conformity or any other mandatory legal ground.
7.3 Consumers and mandatory withdrawal rights
Nothing in these Terms excludes, shortens or penalises a Consumer's statutory right of cancellation, withdrawal, a remedy for defective digital content, or any other non-waivable right. Where such a right applies, it prevails over our voluntary refund policy.
In jurisdictions where a withdrawal right can lawfully end when digital supply begins, we rely on that exception only after all required steps have been completed. These may include your separate prior express consent to immediate supply before the withdrawal period expires, your acknowledgement of the resulting loss of the withdrawal right, and our confirmation of the contract and those choices in an email or other durable medium. Acceptance of these Terms alone is not a substitute for separately required consent. Such an exception affects change-of-mind withdrawal only and does not remove remedies for defective or non-conforming digital content.
8. Non-delivery, defects and refund requests
If the file is unavailable, corrupted, incomplete as a download, supplied in a format different from the agreed format, or materially inconsistent with its description or an express quality commitment, contact us at the support email above. Please provide the order number, a description of the problem and, where useful, representative record identifiers or redacted examples. Do not send unnecessary personal data or an entire Dataset when a small example will explain the issue.
Please report problems promptly, preferably within 14 calendar days of delivery, so that we can investigate effectively. This preferred reporting period does not shorten a statutory limitation period, a mandatory complaint period or rights concerning defects that could not reasonably have been discovered earlier. Failure to identify an error immediately does not by itself prove acceptance of a defective product.
We assess the issue against the description and express commitments that applied at purchase, the stated collection period, and applicable law. For Business Customers, where legally permitted, we may first correct the file, replace it or restore access within a reasonable period. If the material problem cannot be remedied, we will provide the reduction, refund or other remedy required by the contract and applicable law. Consumers retain any legally prescribed choice of remedies and deadlines.
We will acknowledge a request within three business days and provide a substantive response within ten calendar days, or sooner where law requires. This response timetable does not extend a mandatory deadline for refunding or otherwise satisfying a lawful claim.
Approved refunds are made to the original payment method unless you agree to another lawful method. We do not impose an administrative penalty for exercising a mandatory refund or withdrawal right. Payment-provider processing time may vary, but does not excuse our failure to initiate a refund within the required time.
Where a refund validly unwinds the purchase, and to the extent permitted by law, the corresponding licence ends and you must cease using the refunded Dataset and delete copies under your control. Legally required archival copies may be retained without active use. A declaration that you have deleted copies is not a prerequisite to a mandatory refund where the law does not permit such a prerequisite.
9. Order records and payment disputes
We may retain records necessary to perform the contract, investigate delivery problems and resolve disputes, in accordance with applicable data-protection law and our privacy notice. Relevant records may include the order and Dataset identifiers, the Terms version accepted, the time and content of required consent, payment confirmation, access events and download-transfer records.
We encourage you to contact support first so that a payment or delivery issue can be resolved quickly. This does not restrict your right to contact your payment provider, regulator or a court, and is not a compulsory step where mandatory law gives you a direct remedy. We may contest inaccurate non-delivery or unauthorised-payment allegations using relevant evidence, while respecting legitimate payment disputes.
10. Warranties and liability
Subject to the product description, express commitments and mandatory law, we do not give additional warranties that public-source data will be error-free, continuously current or suitable for a purpose you have not disclosed and we have not agreed to support. You remain responsible for checking information before relying on it for decisions or communications.
For Business Customers only, and to the fullest extent permitted by law, we are not liable for indirect or consequential losses, loss of anticipated profit, missed opportunities or marketing results. Our aggregate liability arising from a particular order is limited to the total amount paid for that order.
These exclusions and limits do not apply to fraud, deliberate misconduct, gross negligence, death or personal injury where limitation is prohibited, or any other liability that applicable law does not allow us to exclude or limit. They do not reduce a Consumer's mandatory remedies or refund entitlement. No “as is” provision excuses failure to supply the purchased product or fulfil an express commitment.
11. Misuse and termination
You must not obtain unauthorised access, bypass payment controls, interfere with our website, or use or redistribute a Dataset in breach of the licence or applicable law.
If you materially breach these Terms, we may take proportionate steps permitted by law, including suspending unlawful access and terminating the affected licence. Where the breach can be remedied and law requires or permits a cure period, we will notify you and provide a reasonable opportunity to remedy it. Any termination, retention of amounts paid or claim for losses remains subject to applicable law and mandatory consumer protection.
12. Changes and contract records
We may update these Terms for future use and orders by publishing a revised version and date. The version accepted at checkout continues to govern an existing purchase unless both parties validly agree otherwise. An update does not retrospectively alter the purchased licence, agreed Dataset characteristics or refund rights.
You may save or print these Terms. We will identify the applicable version in your order confirmation and, where required by law, provide the contractual information and any immediate-supply consent confirmation in a durable form.
13. Governing law and disputes
Subject to mandatory legal protections, these Terms and Business Customer orders are governed by the laws of Georgia. For disputes with Business Customers only, the parties submit to the courts of Tbilisi, Georgia, except where mandatory law requires a different forum.
A choice of law or court does not deprive a Consumer of non-waivable protections or the right to bring a claim before a court available under applicable law. Contacting support is encouraged, but is not a compulsory pre-action procedure where law does not permit us to impose one.
If a provision is unenforceable, it will apply only to the extent lawfully possible, and the remaining provisions continue in effect where permitted by law. No severability clause is intended to preserve a term that unlawfully restricts mandatory rights.
Questions, delivery problems, cancellation requests and legal notices should be sent to [email protected], identifying the relevant order where available.
